Region 13 follows AYSO safety protocols and California state requirements for youth sports.
Concussion Protocol
California law requires that any player suspected of having a concussion be removed from play immediately. The player may not return until cleared by a licensed healthcare provider.
Signs of Concussion
- Headache or pressure in head
- Nausea or vomiting
- Balance problems or dizziness
- Double or blurry vision
- Sensitivity to light or noise
- Feeling sluggish, hazy, or groggy
- Concentration or memory problems
- Confusion
- “Not feeling right”
If you observe these signs, remove the player from the game or practice immediately.
Return to Play
A player who has been removed for a suspected concussion must provide written clearance from a licensed healthcare provider before returning to play.

Sudden Cardiac Arrest (SCA)
California law requires youth sports organizations to provide information about sudden cardiac arrest.
Warning Signs
- Fainting or seizure during exercise
- Fainting or seizure after excitement or startle
- Unusual shortness of breath
- Racing heart or palpitations
- Chest pain during exercise
- Family history of sudden cardiac death
If a player shows these signs, stop activity and seek medical attention.
Required Training
Coaches and team managers must complete concussion and SCA awareness training through eTrainU. This is required by California law.
Heat Policy
Region 13 monitors heat conditions using Wet Bulb Globe Temperature (WBGT) measurements. When conditions reach Alert Level 3, games may be shortened. Either coach may elect not to play without forfeit penalty.
Parents and players have final say on participation in hot conditions.

Notifications are sent by 7 AM on game days or 4 PM on practice days when heat alerts are in effect.
Incident Reporting
Report injuries, near misses, and other incidents using the incident report form.

Injury Prevention
Region 13 recommends the FIFA 11+ warmup program to help prevent injuries.
